Liz is the Founder and Owner of Behavioral Health Outcomes Data Services (BHODS), established in 2020 to help behavioral health and nonprofit organizations transform strategy, data, and funding into measurable, lasting impact.

A behavioral health strategist, evaluator, and former funder reviewer, Liz brings over 15 years of experience in program development, implementation, and performance management across mental health, criminal justice, substance use, and prevention systems. She has guided more than 50 organizations nationwide in securing funding, strengthening data systems, and scaling programs that improve lives.

Widely recognized for her deep knowledge of California’s behavioral health systems, Liz has collaborated with counties and state agencies on large-scale reforms, including MHSA/BHSA, Medi-Cal, and Continuum of Care initiatives. She has also contributed to statewide efforts such as the Children and Youth Behavioral Health Initiative (CYBHI), where she helped develop the Equity Toolkit and advance evaluation capacity through the Evaluation Advisory Working Group (CEAG).

With a national network of partners and collaborators, Liz connects diverse expertise to design solutions that are strategic, grounded, and sustainable. She is deeply committed to advancing equity, improving systems, and helping organizations achieve measurable impact, believing that lasting change happens when strategy, compassion, and accountability move in the same direction.

Ari Lally

Ari leads BHODS’s business operations, financial management, back-office infrastructure, outreach, and strategic growth. He oversees key areas, including legal, finance, HR, and systems, that keep the company running efficiently and flexibly. With over 15 years of experience in finance, operations, and project management for large corporations, Ari brings structure and innovation to how BHODS grows and delivers value.

His background in investment management operations, accounting, and mortgage origination gives him a unique ability to connect numbers to mission, helping behavioral health organizations scale with clarity and confidence. As a former small business owner who led through COVID-19, Ari understands the realities of leadership, adaptability, and sustainable growth firsthand.

Working closely with Liz, he ensures every BHODS initiative blends strategic insight with operational excellence, so clients can expand their impact, secure funding, and build organizations that thrive for years to come.

Gaurav Mishra, MD, MBA

Dr. Hiram Santiesteban (Dr. H)

Dr. Hiram Santisteban—widely known as Dr. H—is a transformative leader whose work bridges innovation, strategy, and community care. Born and raised in Puerto Rico, he draws on his Taíno ancestral roots and lived experience to guide organizations through uncertainty, strengthen teams, and build systems that center people and purpose.

With more than 20 years of expertise in crisis management, organizational strategy, and financial sustainability, Dr. H has helped nonprofits and government agencies thrive in the face of adversity. As Chief Operating Officer at ALAS (Ayudando Latinos A Soñar), he strengthens organizational culture, streamlines operations, and helps the organization embrace a future rooted in abundance. His leadership blends strategic vision with compassion—ensuring that every process, decision, and innovation uplifts staff and community alike.

A self-described “renaissance thinker,” Dr. H integrates diverse disciplines—from human resources and public administration to indigenous healing practices—to drive meaningful and lasting change. His ability to transform intergenerational pain and trauma into pathways for love, healing, and empowerment has inspired many across the fields of mental health, social justice, and community development.

Dr. H holds a Doctorate in Public Administration from the University of La Verne, dual Master’s Degrees in Urban & Regional Planning (Cal Poly Pomona) and Public Administration (Cal State Long Beach), and has completed over 50 post-doctoral credit hours in Health Care Administration. He also holds more than 25 professional certifications in Human Resources, Crisis Management, Leadership, and Operations.

Passionate about mentorship and education, Dr. H empowers young professionals to lead with courage, authenticity, and heart. At home, he and his wife—a fellow doctor and clinical social worker—share a life rooted in joy, service, and an unwavering commitment to uplifting others.

Dr. Gaurav Mishra is a board-certified Child, Adolescent & Adult Psychiatrist. Dr Gaurav Mishra grew up in Bangalore, India and attended the M S. Ramaiah Medical College graduating with an MD equivalent degree (MBBS) in 2007. He immigrated to the USA in 2009 upon acceptance into the psychiatry residency at Wayne State University in Detroit, MI. There he developed a passion for working with children and families and this inspired him to train further in Child & Adolescent Psychiatry. He completed this training in 2014 at Children’s National Medical Center / George Washington University in Washington, D.C. For the last 11 years Dr. Mishra has served communities along the US-Mexico border in Imperial and San Diego counties of CA.

Over the last six years until March 2025 he served as the Chief Behavioral Health Officer at San Ysidro Health, a large FQHC in San Diego, CA. Dr. Mishra has continued to improve services for the underserved populations of South, East and Rural areas of San Diego County.

He brought about significant culture change at his organization and behavioral health department working on improving staff and patient satisfaction. This has resulted in an increase in staff retention, new hiring and expansion of services to new communities served by San Ysidro Health. The team has grown to over 70 clinicians and a total of 200 team members in the last 6 years. He has expanded access to Psychiatry residents, Psychiatric Nurse Practitioners trainees for the Department of Psychiatry at UCSD and Maternal Health Fellows from the Scripps Family Medicine Residency program.

He has implemented innovative behavioral health programs and services for the communities served. These include the SAMHSA Certified Community Behavioral Health Clinic [CCBHC] clinic for patients with serious mental illness and co-occurring substance use disorders, reproductive mental health services, Infant and Early Childhood Mental Health [IECMH], substance use disorders [SUD] services in urban and rural areas through the Youth Opioid Response [YOR] and Medication-Assisted Treatment - Prescription Drug and Opioid Addiction [MAT-PDOA] grants. In March 2021, Dr. Mishra provided leadership overseeing design and delivery of mental health services for 3200+ unaccompanied minors from 11 countries in Central and South America, housed at the San Diego Convention Center. Dr. Mishra currently serves on the San Diego County Behavioral Health Advisory Board and the advisory board of SAMHSA grantee Southwest Key’ Refugee and Migrant Technical Assistance Center [RMTAC].
