Behavioral Health Outcomes Data Services (BHODS) was established in 2020 to help organizations move from scattered data and reactive reporting to confident execution and measurable results. While many firms handle only one piece of the process, BHODS bridges grant strategy, evaluation, data systems, reporting, and continuous quality improvement. Our holistic model saves time, reduces compliance friction, and helps organizations build the systems that funders and boards trust.
Liz Harvey helps behavioral-health and nonprofit organizations transform strategy, data, and funding into measurable, lasting impact. A behavioral-health strategist, evaluator, and former funder reviewer, she brings over 15 years of experience in program development, implementation, and performance management across mental health, criminal justice, substance use, and prevention systems.
Liz has guided more than 50 organizations nationwide in securing funding, strengthening data systems, and scaling programs that improve lives. Recognized for her knowledge of California’s behavioral-health systems, she has collaborated with counties and state agencies on large-scale reforms, including MHSA/BHSA, Medi-Cal, and Continuum of Care initiatives, as well as the Children and Youth Behavioral Health Initiative (CYBHI).

Ari supports business operations and growth infrastructure that keep BHODS organized, responsive, and easy to work with. He coordinates administrative systems, financial operations, contracts, scheduling, partner relationships, and business-development support. Working behind the scenes with Liz, Ari helps ensure that inquiries, proposals, onboarding, and active engagements move efficiently.

BHODS maintains a trusted network of independent contractor specialists who can be engaged when an assignment requires additional capacity or complementary expertise. Depending on the scope, this may include support in program evaluation, data analysis, grant development, research, facilitation, reporting, and project coordination

Organizational Strategy and Nonprofit Operations
Dr. Hiram Santisteban—widely known as Dr. H—advises on crisis management, organizational strategy, and financial sustainability. With more than 20 years of expertise helping nonprofits and government agencies navigate uncertainty, he draws on diverse disciplines spanning human resources, public administration, and community wellness. As Chief Operating Officer at ALAS (Ayudando Latinos A Soñar), he strengthens organizational culture and streamlines operations to support staff and community alike. Dr. H holds a Doctorate in Public Administration and dual Master’s degrees in Urban & Regional Planning and Public Administration, bringing a deep commitment to equity, leadership, and operational resilience.
Dr. Gaurav Mishra is a board-certified Child, Adolescent, and Adult Psychiatrist who advises on clinical integration, FQHC operations, and behavioral-health service expansion. As the former Chief Behavioral Health Officer at San Ysidro Health, a large FQHC in San Diego, he led a department of more than 200 team members and improved services for underserved populations across urban and rural areas. His expertise includes implementing SAMHSA Certified Community Behavioral Health Clinic (CCBHC) programs, Infant and Early Childhood Mental Health (IECMH) services, and substance-use disorder interventions. He currently serves on the San Diego County Behavioral Health Advisory Board.
