Liz helps organizations translate requirements into practical action across five areas:

  • •Program Evaluation: Connecting program activities, measures, data collection, analysis, and reporting to the outcomes an organization needs to understand and demonstrate.

  • •Performance Management and CQI: Translating outcomes and quality measures into review routines, clear ownership, practical improvement actions, and stronger performance visibility.

  • •Funding and Reporting Readiness: Aligning evaluation questions, measures, workflows, staffing, and budgets before funding and reporting commitments become difficult to change.

  • •Data and Decision Readiness: Strengthening data definitions, collection processes, validation, dashboards, and interpretation so teams can trust and use the information available to them.

  • •Behavioral-Health Implementation: Designing evaluation and reporting approaches that recognize frontline workload, clinical context, relationship dynamics, and organizational culture.

Experience and Perspective

Liz brings 15 years of experience leading research and evaluation work across mental health, substance-use services, criminal justice and reentry, prevention, developmental research, and other human-services settings.

Her project experience includes SAMHSA-funded Certified Community Behavioral Health Clinics (CCBHCs), Healthy Marriage and Responsible Fatherhood initiatives, reentry programs, and California’s Child and Youth Behavioral Health Initiative. She has guided more than 50 organizations nationwide in securing funding, strengthening data systems, and scaling programs that improve lives.

How Liz Approaches the Work

Liz approaches evaluation as a learning and management system, not simply a report. This means beginning with the decisions an organization needs to make, selecting feasible measures, fitting collection into real workflows, communicating findings in forms each audience can use, and creating a routine for acting on what the data show.

Her writing for the American Evaluation Association emphasizes working alongside providers, making data meaningful to staff, and using outcomes as a learning tool rather than a weapon for accountability.

She is the founder and owner of Behavioral Health Outcomes Data Services and has served behavioral-health organizations as a continuous quality improvement and outcomes data consultant.
